City’s wage bills aren’t (or at least weren’t) as high as United’s I read somewhere. City are trying to create a positive loop by spending and if you have money to begin with that’s the right way to go. Clubs that are reeling in debt who are also coincidentally the historically bigger clubs still spend way more than City do. We can’t forget Roman did the same thing 20 years ago and they’re self sufficient now.
